This is a good point. As public service institutions like schools and prisons become increasingly impoverished, the remaining management will always be looking for ways to reduce costs. This is exactly the sort of opportunity organisations like Scientology can use to creep into the system. Scientology, of course, has one particular advantage, its products and services are manufactured and delivered by people on slave wages.
