What needs to happen, I'd think, would be a network of local Anons who could lodge some of their fellows, and a way for this to be organized, advertised, and controlled while maintaining general overall Anonymity to people outside of specific lodging agreements.

LRH himself couldn't dream of that much money. We do have a safety net set up if people are desperate, but may of the east coast cities that are bussing in have rooms, so signing up with them would be the easiest way to go.
