Addiction Canada Fraud (not Narconon)

I'm still wondering about their charitable status. What does Narconon do that's charitable?! They charge big bucks for their dangerous quack program/indoctrination, and all the "drug education" stuff has been shifted to the Foundation for a Drug-Free World front.

BTW, can people resist the temptation to create a thread every time there a new story on Narconon in Ontario? We already have a fuckton of them, and it's hard to stay focused and to remember the stuff posted in half of them.

Hard to believe that this guy isn't a Scientologist.

Not happy that the Ontario government hasn't closed him down. I hope they're better at closing Narconons if they ever get one open.

I'm still laughing that CoS moved out of their 19646 Kennedy Road Caledon and let John Haines move in. If they'd kept the property, they could have moved a Narconon in without needing to get a zoning change.

Hopefully CoS and John Haines screwed each other somehow over that real estate deal.

Not sure if Canadian law has an equivelant, but in the U.S. shifting money between companies or individuals to avoid paying a judgement is "fraudulent conveyance." It's illegal, and the court can order the Sheriff to start seizing ALL of the assests of everyone involved to satisfy the judgement. It can also land the perpatrator in jail for criminal contempt if the judge is in a bad mood.

According to this article, the state of the Canadian laws for fraud/fraudulent conveyance are very antiquated and needing of reform:

    Strangely, no.

Their drug rehab has all the same problems as Narconon, but no Hubbard, purif or ashtrays. They did move into the former CLO Canada location. (If CoS had kept that location, they could have shifted a Narconon in with no zoning changes. What were they thinking?)

Nice to see that the OPP is paying attention to scam rehabs.

It would be great if Scientology's Narcocon made it that easy. If they used fake doctors they'd be shut down and prosecuted in a heartbeat.

Instead they make vague claims about counseling and success rates that only skirt the edge of criminality. They use a real doctor offsite who is either corruptible, or sympathetic to woo, or both.

You can bet that Narconon is checking out WAATME right now, if they aren't behind it: "not funded or influenced by pharmaceutical companies".

Good, because no one can find a trace of that claimed company.
  15. BigBeard Member

Well, there is a trace, sort of that I mentioned over on RFTTP.

To recap what I posted there, WAATME does have a web page and a couple of LinkedIn pages. According to one of the LinkedIn pages they have a "headquarters" at:

    WAATME
    220 W. Pearl St
    Jackson WY 83001

The only problem with that is, according to the USPS, 220 W. Pearl St is one of the two Jackson WY post offices. And WAATME's LinkedIn doesn't give a PO Box number, which means it's a "General Delivery" address.

As far as official business information goes, not a trace is probably an understatement. I checked the business listings for Wyoming, Nevada, and California, and can't find anything for WAATME or Old West Healthcare Partners except the info on the WAATME related pages and the articales on the scam in Canada. I did a quick check in the USPTO TESS system, and neither "WAATME", nor "World Association of Addiction Treatment Mark of Excellence" come up as registered trademarks.
I also found a list of active Business Licenses for Jackson at http://townofjackson.com/files/2714/2324/0857/business_license_web_page-Jan_2015.pdf and there's nothing for WAATME or Old West Healthcare Partners.
Just for jollies I clicked the "Get My Accreditation" link on the WAATME site an find you can do it in 3 easy steps:

    1. Do the declaration you are not funded, owned, or influenced by a pharma compnay.
    2. Take the "WAATME" on line course. Clickining this link takes you to https://ed4direct.ed4online.com/pro...verprescribing-substance-abuse-and-elder-care which doesn't appear to have anything to do with WAATME, so no idea why they're calling it, "Our online course".
    3. Pay the dues.

After reading through their stuff several times, it looks like all the WAATME seal means is you're not involved with "Big Pharma". In spite of the impressive sounding name, it doesn't appear to have anything to do with whether you actually know what you're doing as far as being a rehab facility. Although it will probably impress the rubes, and insurance companies according to their web site.

I was present while a new facility was being setup in Alberta. It was an unorganized and confused mess and he was already running up debts that he has refused to pay. Very nice girlfriend, but he proved time and again to be a real jerk! Absolutely no respect for people around him and no direction for those he did hire, many of which were not qualified to hold the position he put them in. Basically just said here...figure it out! Sad that there are those who struggle with addictions, but pathetic that someone might take advantage of them and get very rich doing so :(

Rehab centres need an accreditation fix

    CARLY WEEKS
    The Globe and Mail
    Published Monday, Jun. 22, 2015

It was just over a year ago that former Toronto mayor Rob Ford disappeared into a Muskoka addiction treatment centre for help with drug and alcohol abuse.

“I went away, dealt with the issue head-on, came back stronger, better, clearer,” Ford told a trade show audience last September following his treatment.

For Ford, and legions of others struggling with addiction, rehab is seen as a panacea. It’s all too tempting to assume that rehab centres can turn peoples’ lives around, and any slip-up or relapse can be fixed with another stay in treatment.

The vast array of addiction treatment centres in Canada are happy to perpetuate that myth. Many treatment facility websites boast success rates of 90 per cent or more and feature photos of peaceful lakeside vistas or outdoor oases.

    Looks can be deceiving.

As many individuals and families have learned the hard way, addiction treatment programs are not created equal. There are no mandatory regulations or provincial standards that facilities or their employees must adhere to; it is a buyer beware environment.

A few recent examples highlight why this is a problem. Earlier this month, Ontario Provincial Police charged two men after they pretended to be doctors at the John Haines, Addiction Canada Recovery Centre in Caledon, Ont., even though neither is licensed to practise medicine in the province. In addition to the charges, the facility itself has not been accredited by a respected institution. On its website, the treatment centre says it is accredited by the World Accreditation Addiction Treatment Mark of Excellence; however, WAATME is an online service promising to accredit anyone who can complete an online course on overprescribing medication to seniors, declare he isn’t linked to a drug company and is willing to send them as much as $999 (U.S.) in fees. In case the red flags aren’t clear enough, consider that any respectable accreditation program will demand, at the very minimum, an on-site visit and inspection.

In April, CBC featured a story about several British Columbia women who paid the Women Into Healing facility in Maple Ridge, B.C., nearly $20,000 each and said the centre failed to deliver on many promises. The women say they were kicked out of the program, without a refund, after raising concerns (claims the centre has denied). Women Into Healing has no accreditation, according to an employee, which is disturbingly common among treatment facilities. ( http://www.cbc.ca/news/canada/toron...vernment-orders-to-pay-ex-employees-1.3020956)

Even the treatment facility Ford attended, GreeneStone Muskoka, a fancy, resort-like treatment facility, is not accredited, according to an employee who answered the phone last week.

What is to stop anyone from opening a treatment facility and charging vulnerable individuals tens of thousands of dollars based on misleading statements and false promises? Currently, very little. Provincially funded treatment programs are few and far between, with lengthy waiting lists. And the standards for private programs just aren’t there.

Many would like that to change. The Canadian Addiction Counsellors Certification Federation is pushing for mandatory regulation of addiction counsellors. President Tom Gabriel said in an interview that creating a standard for counsellors, as there are for other health professionals, can protect vulnerable individuals by creating a level playing field for anyone who wants to provide treatment.

Dr. Colleen Dell, addiction research chair at the University of Saskatchewan, and Dr. Dale Wiebe, education co-ordinator for addiction medicine at Toronto’s Centre for Addiction and Mental Health, say it’s time to focus on ensuring high-quality accreditation of facilities that offer treatment.

“I think accreditation is a really good start,” Dell said.

There can be a robust debate over what is the best approach to improving the current Wild West state of addiction treatment centres.

Until something changes, however, those who live with addiction will suffer because unqualified counsellors or questionable programs will continue to operate. It’s easy to say that people should do their homework before giving thousands of dollars to a facility, but those decisions are often made during a crisis, when time and clarity of mind are in extremely short supply.

As long as addiction exists, treatment programs will continue to proliferate, and profit, from individuals in extremely vulnerable circumstances. If anything, the rising rates of prescription drug abuse means those programs are more in demand than ever before.

It’s easy to look away from this issue. People addicted to drugs, alcohol or other substances are often stigmatized and live in the shadows. But addiction affects more than one in 10 Canadians, according to a 2007 report from CAMH. We need to shine a light on this problem and realize that “rehab” isn’t a one-stop solution. It’s time to level the playing field.

Police search Addiction Canada locations after unlicenced employees allegedly posed as doctor

    http://news.nationalpost.com/news/c...licenced-employees-allegedly-posed-as-doctors

Police served search warrants Wednesday at several locations connected to Addiction Canada, which bills itself as this country’s largest private drug and alcohol treatment organization.

Investigators said the searches were part of a continuing probe into accusations some employees of the Ontario-based company were passing themselves off as doctors without proper licences.

Company spokesman Brian Abela told the National Post staff were cooperating with authorities and doing their best to ensure clients were continuing to receive proper care.

“I stand behind the quality of the staff at Addiction Canada,” he said. “Our staff saves lives.”

Last month, the Ontario Provincial Police said two employees at Addiction Canada’s facility in Caledon, Ont., were being investigated for allegedly identifying themselves as medical doctors when they were not licenced to practice medicine in the province.

One employee was charged with personation and fraud under the Criminal Code. The other was charged under the Health Professions Act for using the title “doctor.”

‘I stand behind the quality of the staff at Addiction Canada. Our staff saves lives’
Wednesday, the investigation widened as police served search warrants at all three of the company’s Ontario facilities, including its head office in Aurora, and the home of John Haines, its chief executive officer and founder.

“This is a continuation of the ongoing investigation,” OPP Detective Staff Sgt. Dorian Dwyer said in an email.

“We are doing our best to accommodate regular operations so as not to disrupt clients’ needs.”

The company also operates two treatment facilities in Alberta, including a “majestic log chalet” described as the “best luxury facility for addiction treatment in the country.”

According to his LinkedIn page, Haines is a recovering addict, which gives him “unique insight into the minds of addicts.”

He is an “extreme interventionist and addiction specialist” who has lectured across Canada and donates money to help families go through treatment, it adds.

The Addiction Canada website says patients are cared for by “fully licensed and certified” professionals and boasts a 65 to 85 per cent success rate using a “completely holistic program.”

Abela said it is possible the company’s human resources department may not have properly screened some employees and it has hired a third party to conduct an internal review. Someone who does not have a licence can still be extremely well-credentialed, he added.

‘Wild West’ of addiction treatment: OPP charge two rehab employees with pretending to be doctors
A price tag on life? Rehab for drug and alcohol addiction can be financially damaging
The addiction-treatment industry is largely unregulated in Canada. There are no requirements that treatment facilities be accredited or addiction counsellors be certified.

Addiction Canada says it is recognized with a World Accreditation Addiction Treatment Mark of Excellence seal, but all organizations have to do to get such a seal is pledge they are not funded by pharmaceutical companies, complete an online course and pay a fee.

The Canadian Centre on Substance Abuse is working with several accrediting and certification bodies to develop nationalized standards.

Given that there are so many different approaches to treatment, it might be difficult to reach a consensus, Abela said. That said, Addiction Canada welcomes regulation and is trying to be a “catalyst” for change.

Provincial police have raided three addiction treatment centres in the region.

OPP carried out search warrants on Wednesday at Addiction Canada Treatment Centres in Caledon, Burk’s Falls, Aurora and at a house in Kleinburg. Police also raided another facility in Alberta. Police say these raids are related to an investigation in which two men at the centre in Caledon were charged with fraud, after being accused of fraudulently identifying themselves as doctors.

Hearing postponed as police execute search warrant
    Postponed

Until a decision is reached, the OMB hearing will be adjourned indefinitely. Above, Amour reeve Bob MacPhail shakes hands with John Haines.
    Almaguin News
    By Rebecca Zanussi

ARMOUR – The OMB and OPP don’t mix.

The Township of Armour was scheduled to appear at an Ontario Municipal Board hearing July 21 and 22 to discuss a zoning plan amendment for the Pickerel Lake Recovery Centre. But instead of meeting, the hearing has been postponed while counsel for the Township and Recovery Centre owner John Haines attempt to reach a settlement.

Armour Reeve Bob MacPhail says the postponement has nothing to do with a recent OPP investigation into Haines’ company Addiction Canada.

“Other issues regarding ownership or how people act or what people do is irrelevant at the OMB. Just because the Recovery Centre had a search done by the OPP, the OMB really isn’t interested in that, because it’s not planning. Everything we do is planning and that is what’s happening right now with our lawyer and John Haines’ lawyers is we’re trying to use planning as a means of addressing issues.”
“We are trying to work out some sort of legal agreement which would have Pickerel Lake Recovery Centre operating in the township but under some sort of guidelines.”
    - Armour reeve Bob MacPhail

On Wednesday, July 15, police served search warrants at several locations connected to Addiction Canada — the head office in Aurora, a treatment centre in Caledon, Haines’ home, and the Pickerel Lake Recovery Centre. The searches were part of a continuing investigation where OPP charged several people at the Caledon location for not being certified to work as doctors.

“We’re just continuing the investigation, looking into the business practices and making sure everybody at the locations are certified or licensed to be working there,” OPP Detective Sergeant Cathy O’Connor told the News.

She would not say what, if anything, was found during the searches.

MacPhail says the searches don’t affect the Township of Armour’s negotiations.

“Just because the Recovery Centre had a search done by the OPP, the OMB really isn’t interested in that, because it’s not planning,” MacPhail says.

“People generally assume there are other things that can come in to sway the OMB, but in reality if it’s not planning based, they’re really not that interested nor can they really consider it. … Our lawyer really wanted us to focus on the planning and not the other issues because there’s certain stuff we could spend a lot of time and a lot of money on, which would be either dismissed or inadmissible.”

The Township of Armour’s planning concerns with the Pickerel Lake Recovery Centre date back to 2011, when the treatment facility set up at old Pickerel Lake Lodge site without checking with the Township to see if the property was correctly zoned for a recovery centre.

It turned out the facility was not a permitted use in the Township’s Official Plan — part of the property is zoned residential commercial, while the other part is simply rural — but the recovery centre continued to operate and made an application for an Official Plan amendment.

After several public meetings and much council debate, Armour Township voted in August 2014 to decline the Official Plan amendment and Haines appealed the decision to the Ontario Municipal Board.

But rather than just saying no to the Official Plan amendment and fighting it at the OMB, MacPhail says the Township is now attempting to reach a settlement that allows for site controls.

“We are trying to work out some sort of legal agreement which would have Pickerel Lake Recovery Centre operating in the township but under some sort of guidelines,” MacPhail says.

The biggest concern from ratepayers at public meetings held in 2013 was property values and public safety.

Currently the OMB hearing is adjourned indefinitely until a minutes of settlement agreement can hopefully be reached. If one is agreed upon, or if the matter proves too divisive and the OMB is needed to adjudicate, MacPhail says the discussions will again become public.

“There will be more once there’s a settlement,” MacPhail says. “That will be public and will be addressed in open council at some point.”

According to the National Post, the addiction-treatment industry is largely unregulated in Canada. There are no requirements that treatment facilities be accredited or addiction counsellors be certified.

“Addiction Canada says it is recognized with a World Accreditation Addiction Treatment Mark of Excellence seal, but all organizations have to do to get such a seal is pledge they are not funded by pharmaceutical companies, complete an online course and pay a fee,” states a Post article about the Addiction Canada search warrants.

RE: '... Canadian laws for fraud/fraudulent conveyance...'

Indeed, these laws need reform, and as more quack/fraud organizations exploit these soft laws,
the deeper these greedy bastards will go down into the dark hole of legal butt-hurt when caught.

And, if they move funds prior to legal proceedings or declare bankruptcy, their books can be
    audited in detail.

IMO ... NN TR will have a lot of questions to answer if/when they file for bankruptcy, and when
Auditor sees that NN INT was one of the Signee on NN TR's bank account in the 'Last Days' --
there 'could' be some interesting ramifications. I'm going to say 'ALLEGED' here, because
I only know NN INT was on NN TR's bank account from what the ESTO Officer told
me when the ED was demoted to CS.

This ^^^ was prior to Yvette Shank (OSA) showing up at NN TR and before the time NN INT
re-routed 3 Students from a USA NN to NN TR to infuse more $$$ to be bled off by NN Canada,
NN INT, and ABLE - Menychuk's 'Narconon Incorporated.'

Perhaps NN TR and OAS knew NN TR was heading down the crapper when the $$$ bleeding
began... depleting a $500,000.00 revenue surplus sitting in NN TR's bank account???

"I guess Scientology really did move out to their nearby Hockley Heights Inn location. What I don’t understand is why they didn’t move Narconon in, since they were trying in the area last year. Perhaps they were already locked into the sale/lease with John Haines when their other deal went sour?"

Baring any stories surfacing of people shouting at ashtrays, it’s not a Narconon

"In the past, I’ve always wondered if there was a connection between John Haines and Scientology’s Narconon, because of the similarities of complaints. I’ve always discounted that because of three things that have never been mentioned here: Scientology’s Training Routines, shouting at ashtrays, and ever-present references to L. Ron Hubbard.
And now John Haines goes and claims that he bought or is leasing the Church of Scientology’s property at 19646 Kennedy Road, Caledon, with pictures of it at http://www.addictioncanada.ca/locations.html (I say claims because all the pictures were lifted from the real estate site advertising the property. In one, the real estate sign was altered to show his logo. In other, pictures of L. Ron Hubbard are still on the walls.)
Now I don’t know what to think. If John Haines and Scientology are getting together, they’re both going to need a lot of luck!"

In response to your email inquiry, the organizations Vita Novus, John Haines Rehab Centre, and Addiction Canada Treatment Network are not accredited by CARF at this time. None of the organizations are active in the CARF survey process.

^^ Important benchmark: Someone that CARF won't certify.
  32. They are "ACCREDITED" BY A WAATME. A ORGANIZATION THAT WAS MADE UP BY JOHN HAINES!
    http://news.nationalpost.com/news/canada/wild-west-of-addiction-treatment - http://www.waatme.org
The website claims the organization is “fully accredited” and has been recognized with a World Accreditation Addiction Treatment Mark of Excellence (WAATME) seal.
WAATME described itself last fall as a new accrediting organization and a subsidiary of Old West Healthcare Partners in Wyoming. Its website states addiction treatment providers can receive its “distinguished” seal of approval in “THREE EASY STEPS:” declare they are not funded or influenced by pharmaceutical companies, complete a 1.5-hour online course, and pay a fee.

    ALSO…,
Russ Pickering, president of the Canadian Council of Professional Certification (CCPC), one of a handful of Canadian bodies that provide voluntary certification to addiction counsellors, said some of the information on Addiction Canada’s website is misleading and he has previously asked that the CCPC logo be removed from it, but to no avail.
“I’m at a loss as to what to do with them,” he said.

So, just to RECAP…, Addiction Canada, Vita Novus, is World Wide Accredited according to John Haines. How did they get that Distinguished Seal of Approval from WAATME???

FOUR EASY STEPS:” declare they are not funded or influenced by pharmaceutical companies, complete a 1.5-hour online course, and pay a fee.
  33. FOUR EASY STEPS: The first step, John Haines had to MAKE THIS FAKE ORGANIZATION UP,
and then,” declare they are not funded or influenced by pharmaceutical companies, complete a 1.5-hour online course, and pay a fee.
