Wow some lousy photo-shop work done on that one I would have thought in 1994 or so they would not have been that desperate but oh well...
The weird half-head thing is because they had people line up by rank rather than height. If they were at all concerned for the identity of the rank and file we wold see more of those poor people than we do. They are merely heads to count. Sad.
Enlarge the picture and look by the stairs. See the woman with the big afro kind of hair? A little down and to the left of her is a floating head. You can see the stairs where her body should be. Also looks like they stuck heads in empty spots to make it look more full.
Also look at the people on the right side. back row by the stairs. Dark headed guy has either the world biggest dandruff flake or they didn't crop the photo he came out of very well.
