The Supreme Court has provided liberal latitude of court discretion for redevelopment purposes. That could realize substantial reductions in what private parties could ask, as they would be under the threat of a biased land value appraisal and possible seizures by a judge of a local county court. That might be why the midget-in-chief is going the GPA route.

A couple of points: I'm not trying to single you out and I realize this is, or feels like, an informal discussion among friends--but this problem is rampant across the forums and deserves attention. We spend too much time preaching to the choir. Not everyone who comes here for information (including journalists and researchers) already agrees with the assumptions behind many posts. Two really important standards will greatly enhance the usefulness and credibility of posts: Make precise assertions and back them up with evidence. Avoid obviously slanted language--it may feel good to spew venom but it destroys your credibility in the eyes of anyone who doesn't already agree with you. And even to some of those.

Sounds like someone has their balls in a vice. On the other hand, the conclusions of a CoS-funded study might be suspect. On the gripping hand, any road safety issues can be addressed with work within the existing easement.
Notice that Stone did not come out yea or hell naw for the proposal. He just said the county shouldn't have to pay for it. What else I find interesting is the issue of how to deal with all the small businesses that have sprung up in the past ten years. This might have been feasible once. A growing population and encroaching development might make it too costly. They tried to close the road ten years ago and a mighty baww arose from annoyed motorists. And now there are more of them. So COS paid $8,000 so that the road closure would be considered? I guess that's a drop in the bucket for the cult. As long as they can get a chance in getting that road closed and having Gold become more secluded. If that road ever closes, Riverside should be held responsible for allowing the world to be cut off even more for the "residents" there. They are already responsible for allowing abuses to continue. If you signed a lease, but you absolutely have to get out, you could try to sublet, or break the lease and suffer the financial penalty.
It's quite possible that this mission no longer exists at that address. If there are no visible copies of Dianetics or other books by L. Ron Hubbard lying around, I wouldn't worry very much.
