Not just anyone can file an amicus brief with the Supreme Court (Supreme Court Rule 37 lays out the particulars). You have to file a motion with the court seeking leave to file an amicus brief, and if the court granted leave it would likely specify the time frame. The docket hints that the time may have already closed based on a huge number of briefs having been filed pretty much simultaneously (August 8, 9).
