CARF lists 3 types of detox programs: outpatient, social, inpatient. Re: www.carf.org, the certifying agency for NN Arrowhead. I went to their website and clicked on the contact us page. Sent them a comment that NN Arrowhead, a facility that they certified and list on their referral page, has had 2 deaths on the premises in the last 6 months.
Kent McGreger!!!!!!!!! Narconon Arrowhead is accredited by CARF, the Commission on Accreditation of Rehabilitation Facilities, a second-rate outfit that is in no way equivalent to JCAHO. No other Narconon facility is accredited by anyone. Narconon Arrowhead's accreditation by CARF was handled by William Kent McGregor, who later joined Narconon staff, and has had some interesting legal problems. Here's the docket from that case.

ODMHSAS, continues to certify Narconon Arrowhead after you denied them back on 13 December 1991: The Oklahoma State Board of Mental Health finds that Narconon's therapy is "not effective in the treatment of chemical dependency" and "is not medically safe". Yet, after this denial by ODMHSAS in 1991,Narconon was questionably accredited by CARF. Narconon (Chilocco) Arrowhead's accreditation by CARF was handled by William Kent McGregor, whom at the time was a surveyor for CARF. Way back in October 1995, Scientology PR staffer Andrew Milne posted about "Kent McGregor, a CARF evaluator and also former Single State Director for treatment and prevention in New Mexico. McGregor directed the entire planning, research, administration, and program implementation of New Mexico's substance abuse prevention and treatment authority" He cited McGregor as saying that he had surveyed Narconon's former Chilocco facility and was "very impressed with the professionalism of the Center . The Narconon program rates as highly in physical, administrative and clinical expertise as many of the prestigious programs that I have surveyed. In terms of outcomes, I believe it is far above". William Kent McGregor later joined the Narconon staff via Narconon's Science Advisory Board, and has had some interesting legal problems. Mr. McGregor works both for Narconon and CARF, which is supposed to be providing independent assessments of Narconon; and not only that, but he is the assessor! This is, in my view, enough by itself to discredit CARF's assessments of Narconon and ODMHSAS for recognizing CARF. CARF was not an independent organization. The board was made up of representatives of institutions who were accredited by CARF. Their rationale was that the people who ran the institutions being accredited were the best people to set the standards by which to judge institutions. That sounds downright incestuous to me. To quote Mr. McGregor "I have been a surveyor for the Commission for the Accreditation of Rehabilitation Facilities (CARF) for ten years and I have helped over 70 organizations prepare their facilities for CARF accreditation." .To my knowledge Mr. McGregor is no longer a member of "Narconon's Science Advisory Board" because he has developed another organization called the PITA Group Inc. The PITA Training Center is licensed by Oklahoma Board of Licensed Alcohol & Drug Counselors Approved Continuing Education Courses, the course that is endorsed by the State of Oklahoma is "Ethics: How Personal and Professional Ethics Apply to Counseling in the Office and Online". Scientology's Narconon Arrowhead, the PITA Group Inc, and the PITA Training Center are one in the same. The ODMHSAS should willfully open another investigation into the Narconon Arrowhead facility before you re-certify them on or before January 31st, 2012.
