My conclusion at the time was that this OSA unit mailed the fake anthrax envelopes to the Orgs. In this time period, the Cult was also using Canyon Oaks ranch as a safe house. BTW, Canyon Oaks never had a chance of becoming a Narconon. The Cult never realized how much the Feds did not want a Narconon in Bouquet Canyon. It was never going to happen.
