I recommend, when they return, that they're all roped to someone's car. I know that means it will have to be parked on the sidewalk during protests, but at least no one will lose them again.

Is this related to the Tea Party rallies? If is it, I'd be careful about passing out the "tax the cult" literature, those Tea Party supporters are seriously against current government tax and spending. It may prove counter-productive.
