    Well, they have thought of everything. That is a well reasoned document that covers all bases. I love the fact that the inner party have to be OTIII or above. This makes sure that only the batshit crazy elite are pulling the strings. This is a piece of cake after the wall of fire.

    I notice that all of the first council are all of a certain age, generally 50+. Given the limited life span of Scientologists I hope they have a contingency plan. Or a youth policy.

    My favorite parts:

    An Associate Member can become a Full Member by;
    1) evidence of extensive contribution towards the aims of Milestone Two;
    2) passing a PTS A-J check and Help & Control Check by someone qualified to use an e-Meter;
    3) nomination by another Full Member;
    4) acceptance by the majority of Full Members (i.e., more than 50% of full members).

    An Associate Member cannot become a Full Member;

    1) By financial contributions or donations alone;
    2) By relying on only past accomplishments and nothing in present or recent times;
    3) Denigrating or disparaging L. Ron Hubbard or the workability of the technologies he discovered;
    4) if they have not taken responsibility for any past membership or support of groups that have used L.Ron Hubbard’s technology harmfully.

    Oh ... and they accept donations.

    Although, lulzy as that all was, a year from now they'll have eaten each other alive. Still, it's an extremely amusing document. And totally batshit.

    I don't know, my favorite might be the part about Ethics and "HCO Milestone Two":
    I am, however, a bit confused. How can they say that, "HCO Milestone Two is there to detect and deal with PTSes and SPs that create trouble within the organization – but has no interest in the personal lives or activities of individual members?" What if "HCO Milestone Two" determines that a member is PTS because the member is connected to an SP who happens to be the member's spouse, parent, child, sibling, etc. Might not that delve into the personal life of the individual member?

    I'm also curious regarding what would qualify as refusal to "cooperate or deal with a PTS situation." What happens if one is unwilling or, much more likely, unable to "handle?" Would the refusal to disconnect constitute a refusal to "cooperate or deal with a PTS situation," resulting in termination of one's membership?

    Then again, perhaps my favorite part is:
    Query, does "ethics policy and original justice codes" include the Fair Game Doctrine? Disconnection? The ends justify the means Kha Khan Doctrine? The ends justify the means rule of doing the Greatest Good for the Greatest Number of Dynamics, as measured by statistics?

    There is no requirement that Milestone Two disclose their membership numbers, and there may be a PR danger in doing so, but right now they are releasing not only the numbers, but also the "identities" of the members. I put the word "identities" in quotes because one can join Milestone Two using a pseudonym.

    So, who determines whether a Full Member (who has of course already passed their A-J PTS e-Meter Check) who wishes to run for a seat on the Council is properly OT 3 and has as-ised Xenu and the Body Thetans?

    For that matter, who determines, and how is it determined, whether the Full Member has properly has "taken responsibility for any past membership or support of groups that have used L.Ron Hubbard’s technology harmfully?"

    Who determines, and how is it determined, whether the Full Member is "an experienced auditor?"

    Who determines, and how is it determined, whether the Full Member has "proven accomplishments and competence in applying the technologies of L. Ron Hubbard?"

    Who determines, and how is it determined, whether the Full Member has "a proven record of contribution regarding the technologies of L. Ron Hubbard?"

    Who determines, and how is it determined, whether the Full Member is continuing to "audit/study the technologies of L. Ron Hubbard regularly so they continue to move up The Bridge?"

    NOTE: This may, or may not, be similar to the "democratic" system in Iran where a supreme religious leader or religious council determines whether a candidate is religiously qualified to run for office.

    I think Dani Lemberger may be key. If Milestone Two can get everyone who is onlines at Israeli Independent Scientology Org to join Milestone Two, it may show impressive growth (starting from a small base) in the short run.
