New "certifying" agency for Narconon staffers?

In the past, it seems like all of Narconon's "certified addiction counselors" have used CARF to look legit.

I was doing a bit of research on Narconon Vista Bay (Watsonville, CA), and came across their PR dude, Rodrigo Ubillus (a.k.a. Juan Carlos Rodrigo Ubillus). He's the first person in Narconon I've seen use a "credential" other than CARF to claim to have some drug rehab qualification:

Anyone else ever heard of the Briening Institute?

P.S. Rodrigo is kinda hot. I'd do all kinds of out-2D stuff with him.

Breining Institute: unacredited institution. Possible degree mill.

CARF never certified individuals, just the Narconon program and the only facility that is CARF certified I believe is Arrowhead in Oklahoma.

Brening Institute is certified according to California ADP website Counselor Certification : California Alcohol and Drug Programs

CARF certifies both facilities AND addiction counselors.

    Do a little Googling:

carf certified addiction counselor narconon - Google Search

The thing that distinguishes CARF from most other reputable certification bodies is that CARF's board is composed of members of the organizations it certifies. Conflict of interest much?

CARF is the equivalent of an addiction counselor certification mill. No wonder Scientology uses them.

I don't understand .. if any of these counselors are "certified" in drug counseling, what the hell does that have anything to do with the quackery of the Purif?

re: New "certifying" agency for Narconon staffers?

    What does CARF accredit?
From the U.S. to Canada, Europe, and South America, rehabilitation and human services providers seek CARF accreditation because of its value to consumers. CARF accredits only those programs that meet the rigorous standards established by CARF.

    It's actually quite important.

Narconon facilities and personnel often tout that they're "certified" to handle drug rehabilitation... and they frequently cite their certification by agencies like CARF and NABE to sound legitimate.

LOOK! I'M A *CERTIFIED* DRUG ADDICTION COUNSELOR. LOOK! WE'RE A *CERTIFIED* DRUG REHAB!

If anyone actually took the time to *look*, they'd find that Narconon's personnel and facilities certifications are from groups with incredibly low standards. Real rehabs are certified by independent bodies with much more rigorous requirements.

    oh yes I know...
It just blows me away that they call themselves "certified" and then they administer the Purif and mega bombs of vitamins. Makes no sense what so ever

maybe people can stress this "certification" crap info via poons and or flyers outside of their facilities?

Narconon Arrowhead website Frequently Asked Questions about Drug Rehab

Refers to the facility being CARF accredited but the (primary) counselors are certified by the Board of Addiction Examiners as Certified Chemical Dependency Counselors, whoever they are.

    Q. Is Narconon Arrowhead Drug Rehab an accredited treatment center?
    A. Yes. It is fully accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF), a nationally recognized accrediting agency in the field, as a drug rehabilitation facility.

    Q. What are the qualifications of the staff?
    A. The primary counselors are accredited by the National Board of Addiction Examiners as Certified Chemical Dependency Counselors. Narconon Arrowhead also provides 24-hour nursing coverage to its clients. In addition, a large percentage of the staff are themselves former addicts and alcoholics which makes for a much greater awareness and understanding of the problems of addiction.

It looks like the accreditation that counts is Joint Commission for the Accreditation of Health Care Organizations (JCAHO), which they're never going to get, so they dance around with whatever they can get.

Trying to keep this thread from going off-topic:

Has anyone else seen a Narconon staff member use "Briening Institute" as a certification agency? For me, this is totally new and the first time I've seen Narconon use them for certification.

I've never heard of this "institute." I presume it's just as shady as all of the ones they've used previously... but I wanna have some harpoons ready to counter this new one.

The Breining Institute Welcome to Breining Institute appears to be legit. But it doesn't appear they certify anyone as a CCDC. They do provide the classes needed to satisfy the California 155-hour alcohol and other drug (AOD) education requirement to become a Certified Chemical Dependency Counselor.

The certification is done by the State of California when their requirements are met. The California CCDC certification requirements can be found at: : http://www.californiacertificationboard.org/index.html

The requirements to become a Registered Addiction Specialiast (RAS) don't appear to be quite as rigerous as for the CCDC certification, and that examination can be done through the school.

The National Board of Addiction Examiners (NBAE) is a not for profit national organization belonging to the National Association of Forensic Counselors (NAFC). And the NAFC Certification web page National Association of Forensic Counselors (NAFC) - Certifications is pretty clear their certifications require at least a masters degree.

They also have a membership program, which does not require a masters degree or give any certification. Which makes me wonder if someone is calling a membership a certification?

It seems a few enquiring e-mail to the institutions in question would be in order, to check exactly who are have been certified as what.

If you look closely at the Breining courses offered it is obvious that it goes TOTALLY against Scientology practices & teachings. There's a lot of psychology and Psychiatric stuff involved.

the staff at the narconon i was at never had any "certification"

you were a "senior student" for as long as it took you to do the basic study manual and basic staff hat and then u went to full staff member

i watched a few fuckups go through the program ahead of me, graduate and become staff, and then work "withdrawal" with new people and "handle" them like they really knew what the fuck they were doing, scary.

Re: New "certifying" agency for Narconon staffers?

Last time I requested a report on this, 8 months ago, It was reported to me that he only Narconon facility that has ever been certified by CARF is Narconon Arrowhead. The rest are not certified by that org.

There is only one counselor certified by CARF, and that its the guy who trained according to their rules, whose certificate was given to Narconon Arrowhead.

If he leaves, the cert leaves.

The facility gets certified if they have a minmum of one licensed drug addictions counselor.

lol,. Well, as an update, the institute has recently licensed Tiffany Pharmer, co-owner of Narconon Joshua Hills aka Narconon Desert Rehab

A few years ago, the California legislature changed regulations so that drug and alcohol counseling certification organizations had to be accredited through a common source chosen by the state, and that all certifying agencies would be subject to the same ethics requirements. The result is that, in the state of California, if someone certified through the Breining Institute harms their patients, they are now in violation of a state-drafted code of conduct which all certificants are required to sign. The state department of alcohol and drug programs maintains a database of violators.

So if these individuals hurt someone, there is now a vehicle for accountability.

    Complaints filed here:

    http://www.adp.cahwnet.gov/feedback/feedback.shtml

    Revoked and suspended certifications here:

Just for fun, lets look have a quick look at the code of conduct for all certified D&A counselors in the state of California.

    UNIFORM CODE OF CONDUCT
Requiring mandatory participation in physical treatments such as saunas, vitamin binges, etc is outside scope of practice. ...I can't even fathom the implications of a secular use of the cans.

    Only on Staturdays...

A Scientologist would NEVER do this!

"We removed space alien parasites AND the past lives traumas from 911 Firefighters!"

    HIPAA, anyone?

"I would like to see my case file please, the entire thing.."

The avenue of possibilities goes in every direction. This is from CCBADC, but CARF holders are held to these uniform codes.

Narconon Does get their "counselors'' certified through Breining institute. They have to have all employees(that work w/ the students or families) certified as RAS. However, the employees do not actually take the course or really study for it. The study time consists of a 3 day cram session on what is going to be on the test. They go over only what is going to be on the test. Anything counter to Narconons practice is hit lightly but then brushed off. It is a joke. No one at the facility is educated enough to be considered a counselor. Narconon does this just to squeek by and keep their doors open. The ras really means dick. Once the test is taken and passed it's back to more study tech and how to use the pseudo bullshit. I had to go through this. The worst part aside from the "tech" is that even though Narconon needs to have their employees certified it is up to the employee to pay for it. It's a joke. jUST LIKE "FRESH START".

So, any way to make Narconon accountable in this?
  29. Anonymous Member

I'm not sure how to make hem accountable for this. Not only do they use this "certification' to keep their doors open but they use it to sucker people into their program. Especially w/ all the 'black PR". When someone Says that they read something online that says Narconon has no certified counselors, the Registrar points them to Breinings website and shows their certifications #. IT's all B.S. Anyone who takes that test for RAS through Narconon couldn't even repeat what it is they learned or are required to know. I wish there were a way I can think of right now. If anyone has any idea I'm all ears.
