A petition for the revokation of the Church of Scientology's rights to tax exemption status would be a non-volatile way of continuing the fight. Of course, in order for this petition to pass into congress, the petition must have enough signiatures to be noticed.
sending LOTS of letters to LOTS of Congresspersons is, in my opinion, better than signing a petition with lots of signatures on it. doing both can't hurt
