    What happened to Steve's camera between the time the officer grabs it and Steve is cuffed? It almost looks like the officer takes the camera from Steve while escorting him past the work zone signs, pushes Steve away and then pockets the camera as the officer turns to confront Steve the second time. I will be very interested to learn why Steve was irate.

    Court legal vending machines usually only take $5,000 coins and up, frequently keep demanding that you insert more coins, and you rarely get exactly what you selected (if anything at all).

    I had the same thought watching the vid. It looks to me that mr. PushyCop snaps the camera out of Steve's hand and then he pocket it on his way back to Steve the 2nd time.

    Probably a too dramatic accusation. But no doubt dangerous out-of-line behaviour. Cop = back to issuing parking tickets (sacked, if I were in charge).

    Some thoughts I have had about their security. In CA it is unlawful for a Security Guard to patrol public streets and if they are coming or going to work they can not even wear their uniform if they stop for gas, as the public might confuse them with the police. If one of these guards took a camera then that would be theft as they have no authority to take and keep it.

    Also, never debate these people, they are not police anything you say will be twisted by them to the police. Sadly cops do look at them as having some level of credibility.

    Another idea is to see if their company is registered and in compliance with state guard laws. Do the guys have guard card?

    Security Guard:
    Security guards, bodyguards, patrolmen, and watchmen are considered "security guards." Security guards employed by a private patrol operator must possess a valid security guard registration, and must possess a valid registration for any Bureau approved weapon while acting in the capacity of a security guard.

    Yes. His former job as a paralegal in OSA-Legal was to create false affidavits to use against critics. He created the phony docs that Eugene Ingram paid a drug addict to sign claiming she worked as a stripper in a seedy roadside tavern with Cynthia Kisser, the then-director of the Cult Awareness Network (which the cult used to great extent with the international media). He also created the phony docs I was forced to sign in 1996 against Graham Berry which I later recanted in a court hearing.

    Since they are not employed by a licensed private patrol operator, it may be illegal in California.

    SECURITY GUARD (FACT SHEET)

    REQUIREMENTS FOR REGISTRATION

    A security guard must have in his/her possession a valid security guard registration or a screen-print of the Bureau's approval from the Bureau's web site at www.dca.ca.gov/bsis, along with a valid photo identification, before working as a security guard.
    Security guards are employed by licensed private patrol operators to protect persons or property and prevent theft. To be eligible to apply for a security guard registration, you must:
    • Be at least 18 years old
    • Undergo a criminal history background check through the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI); and
    • Complete a 40-hour course of required training. The training and exam may be administered by any private patrol operator or by a certified training facility.

    Yeah, the sticky point is that it's up to the local police to ask to see their cards and prosecute them. Local police like Officer Push-In-Boots.

    Unlicensed And Unregistered Activity Lead

    UNLICENSED ACTIVITY ACTION UNIT (UAAU)
    In February of 2009, the Bureau of Security and Investigative Services (BSIS) developed an Unlicensed Activity Action Unit (UAAU) to increase their efforts to curtail unlicensed and unregistered activities of those performing work in the Private Security Industries which include Alarm Companies, Locksmiths, Repossessors, Private Investigators, Private Patrol Companies, Security Guards, and Weapons Training Facilities.
    This unit is staffed by experienced enforcement analysts from within BSIS’s Enforcement Division. UAAU primary function is to investigate unlicensed and or unregistered activity leads received from the public, licensees and government agencies; as well as conduct sweeps with other law enforcement and governmental agencies.
    REPORTING UNLICENSED AND UNREGISTERED ACTIVITY
    The Bureau has simplified the reporting process by providing an online activity lead form. The informant may remain anonymous but if there is not enough information provided the Bureau may not be able to pursue. Anonymous activity lead forms will be kept confidential. The activity lead forms are processed according to the date of receipt, priority, and staff availability. You must provide as much detailed information as possible including the location(s) and time(s) of the activity which are extremely important.

    Interesting. Obviously, pressure was placed on the cult to register it's PAC Base security officers. They were able to hold off until last year to do it. Buddy has been licensed for years.

    4.Review the most important points in the text: A security guard is NOT a peace officer.
    A security guard’s primary responsibility is to protect the property or persons he or she is assigned to protect.
    The main role of a security guard is PREVENTION. If prevention is not possible, the role of a security guard is to OBSERVE and REPORT.
    In reporting activity, a FACT is an event that actually occurs. A CONCLUSION is a belief one reaches as a result of the existence of certain facts.
    A security guard is an agent of the property owner and can question people on the owner’s property.
     A security guard may prevent someone from entering private property by standing in his way.

    DID THIS HAPPEN??
    A security guard making an arrest must tell the suspect of the INTENTION to arrest,
    the CAUSE for the arrest, and the security guard’s AUTHORITY to make such an arrest.
    YEAY RIGHT!
    REASONABLE FORCE in an arrest situation is a degree of force reasonably needed to
    detain an individual and to protect oneself.
    OOOOOPS!
    A security guard should never touch a suspect except for self defense, or when necessary to use reasonable force in effecting an arrest.
    CAMERA???????
    If contraband or stolen items are discovered while searching for weapons, those items should be left on the suspect, unless there is a likelihood the suspect will dispose of them.
    When the suspect is turned over to the peace officer, he should be notified of the discovered items.

    Trying to look like cops is cause for a complaint.
    What happens when a security guard PRETENDS to be a peace officer?
    Any security guard who pretends or even implies (lets others think) that he is a peace officer is committing a crime. A person who is found guilty of impersonating a peace officer could be punished by a fine or county jail sentence and his registration may be denied or revoked.
    DON’T MISLEAD PEOPLE. Because of your uniform, badge, hat or other gear, some people may think you are a peace officer. DON’T do anything to encourage this false idea. Whenever the opportunity arises, make it a point to let them know that you are NOT a peace officer, but a security guard.

    I guess this does not apply to Protesters huh!
    WHAT IS THE RIGHT WAY TO APPROACH SUSPECTS?
    Guilt by association is not a lawful way to make arrests. Let’s look at an example:

    It is 11:00 p.m. and a guard is making his rounds of the plant when he finds Gate No. 5 open. There are pry marks on the chain that normally holds the gate shut. About 50 yards from the gate is an old pickup truck parked by the side of the road. The hood is up, and two men are bent over looking at the motor. The guard walks over and says, “All right, you guys. What are you doing here?” One of the men responds by saying, “What’s it to you pal?” The guard answers angrily, “Look, you better tell me what you’re doing here or you’re in trouble!” Neither man replies. One of them gets into the driver’s seat and turns over the engine. The guard then asks, “Didn’t you hear what I said?” The other man says, “Leave us alone.” The guard moves to the front of the truck and grabs the man’s arm, stating, “You guys aren’t going anywhere until you answer a few questions.”
