What happened to Steve's camera between the time the officer grabs it and Steve is cuffed? It almost looks like the officer takes the camera from Steve while escorting him past the work zone signs, pushes Steve away and then pockets the camera as the officer turns to confront Steve the second time. I will be very interested to learn why Steve was irate.

I had the same thought watching the vid. It looks to me that mr. PushyCop snaps the camera out of Steve's hand and then he pocket it on his way back to Steve the 2nd time.

Some thoughts I have had about their security. In CA it is unlawful for a Security Guard to patrol public streets and if they are coming or going to work they can not even wear their uniform if they stop for gas, as the public might confuse them with the police. If one of these guards took a camera then that would be theft as they have no authority to take and keep it.

Also, never debate these people, they are not police anything you say will be twisted by them to the police. Sadly cops do look at them as having some level of credibility.

Another idea is to see if their company is registered and in compliance with state guard laws. Do the guys have guard card?

REQUIREMENTS FOR REGISTRATION

A security guard must have in his/her possession a valid security guard registration or a screen-print of the Bureau's approval from the Bureau's web site at www.dca.ca.gov/bsis, along with a valid photo identification, before working as a security guard.
Security guards are employed by licensed private patrol operators to protect persons or property and prevent theft. To be eligible to apply for a security guard registration, you must:

• Be at least 18 years old
• Undergo a criminal history background check through the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI); and
• Complete a 40-hour course of required training. The training and exam may be administered by any private patrol operator or by a certified training facility.

Yeah, the sticky point is that it's up to the local police to ask to see their cards and prosecute them. Local police like Officer Push-In-Boots.

UNLICENSED ACTIVITY ACTION UNIT (UAAU)
In February of 2009, the Bureau of Security and Investigative Services (BSIS) developed an Unlicensed Activity Action Unit (UAAU) to increase their efforts to curtail unlicensed and unregistered activities of those performing work in the Private Security Industries which include Alarm Companies, Locksmiths, Repossessors, Private Investigators, Private Patrol Companies, Security Guards, and Weapons Training Facilities.
This unit is staffed by experienced enforcement analysts from within BSIS’s Enforcement Division. UAAU primary function is to investigate unlicensed and or unregistered activity leads received from the public, licensees and government agencies; as well as conduct sweeps with other law enforcement and governmental agencies.
REPORTING UNLICENSED AND UNREGISTERED ACTIVITY
The Bureau has simplified the reporting process by providing an online activity lead form. The informant may remain anonymous but if there is not enough information provided the Bureau may not be able to pursue. Anonymous activity lead forms will be kept confidential. The activity lead forms are processed according to the date of receipt, priority, and staff availability. You must provide as much detailed information as possible including the location(s) and time(s) of the activity which are extremely important.

If contraband or stolen items are discovered while searching for weapons, those items should be left on the suspect, unless there is a likelihood the suspect will dispose of them.
When the suspect is turned over to the peace officer, he should be notified of the discovered items.

Trying to look like cops is cause for a complaint.
What happens when a security guard PRETENDS to be a peace officer?
Any security guard who pretends or even implies (lets others think) that he is a peace officer is committing a crime. A person who is found guilty of impersonating a peace officer could be punished by a fine or county jail sentence and his registration may be denied or revoked.
DON’T MISLEAD PEOPLE. Because of your uniform, badge, hat or other gear, some people may think you are a peace officer. DON’T do anything to encourage this false idea. Whenever the opportunity arises, make it a point to let them know that you are NOT a peace officer, but a security guard.

WHAT IS THE RIGHT WAY TO APPROACH SUSPECTS?
Guilt by association is not a lawful way to make arrests. Let’s look at an example:

It is 11:00 p.m. and a guard is making his rounds of the plant when he finds Gate No. 5 open. There are pry marks on the chain that normally holds the gate shut. About 50 yards from the gate is an old pickup truck parked by the side of the road. The hood is up, and two men are bent over looking at the motor. The guard walks over and says, “All right, you guys. What are you doing here?” One of the men responds by saying, “What’s it to you pal?” The guard answers angrily, “Look, you better tell me what you’re doing here or you’re in trouble!” Neither man replies. One of them gets into the driver’s seat and turns over the engine. The guard then asks, “Didn’t you hear what I said?” The other man says, “Leave us alone.” The guard moves to the front of the truck and grabs the man’s arm, stating, “You guys aren’t going anywhere until you answer a few questions.”
