From left to right here's why he picked those countries, due to past or ongoing investigations yet to report on Scientology at the time: England - Enquiry into the Practice and Effects of Scientology John Foster, December USA - E-meter and Scientology/Dianetics literature: legal requirements (US) United States District Court for the District of Columbia, September 29 1971 Australia - Report of the Board of Inquiry into Scientology Kevin Victor Anderson, Q.C., September 28 1965 New Zealand - The Commission of Inquiry into the Hubbard Scientology Organisation Dumbleton - Powles, June 30 1969 South Africa - Report of the Commission of Enquiry into Scientology G.P.C. Kotze, 1973 LRH tried to make South Africa his base around this time. He also tried in Rhodesia, now called Zimbabwe. He didn't succeed even though he sucked up to the racist governments in both countries. Not sure about Russia, other than Hubbard's paranoia about communism.
