DECLARATION 1956 IN THE FACE of SUBVERSIVE ATTESTS TO DOMINATE EARTH and THE WORKS OF MAN and in DISAGREEMENT with weak or vacillating policies which encourage these attempts, WE THE ORGANIZATIONS OF AMERICA DO HEREBY PLEDGE OURSELVES to the following recommendations:

1. TO PRESERVE the government of the UNITED STATES and the customs of our people as we have known them:

TO RESIST and exterminate by whatever democratic means at our disposal all legislation appearing before the Councils of Cities and Counties the legislatures of States or the CONGRESS of the UNITED STATES which may seek overtly or covertly to modify or reinterpret the CONSTITUTION of the UNITED STATES to the ends of political, mental or
ideological groups which seek to control the thinking of MAN for ideological ends.

3. WE DO intend to uphold by all democratic means our opinion that the AMMENDMENTS to the CONSTITUTION of the UNITED STATES are not modifications of the fact or spirit of the CONSTITUTION, but are governed and must be interpreted by the CONSTITUTION itself and that their interpretation is entirely dependent not upon the whims of court or transient government but by the CONSTITUTION itself which we hold to be a clear document, easily understood by all.

4. WE INSIST that it is a necessity as well as a custom and RIGHT that Citizens of our Nation accept, as a primary requisite of their Citizenship, a full and unreserved support of the CONSTITUTION of the UNITED STATES as written and that Citizenship belongs only to those who support our CONSTITUTION and the democratic WAY of LIFE for which it stands and that no others may be entitled within our land to its protection
saving only routine visitors from abroad, WE PLACE OURSELVES ON RECORD as resisting any re-interpretation of the worts of the
CONSTITUTION so as to mean new things not intended by our FOUNDING FATHERS.

5. WE BELIEVE with our ancestors that a Citizen has a right to life, liberty and the pursuit of happiness and that unjust and discriminatory restraints upon his vocational activities was never intended and that our people are entitled to their undisputed rewards for their labors or contributions to our society, great or small, without government interference or preoccupation.

6. WE BELIEVE that business has a right to operate to finance itself and to profit and to engage freely in activities at home and abroad: WE BELIEVE the worker has a right to the private earning of his future savings without inspection or surveillance and WE BELIEVE that failure to observe LIBERTIES cannot but encourage foreign --- ideologies to flouish:
for WE BELIEVE OUR WAY OF LIKE was founded upon the individual as an independent economic unit and not as a chattel of the state; and WE BELIEVE that government economic interference cannot but aid the spread of the foreign ideology from which the concept came; WE HOLD no argument with a non-discriminating income tax which does not invade economic Privacy, the spirit of the AMENDMENT when it became part of the CONSTITUTION.

WE FULLY OPPOSE the tactics of Communists and other ENEMIES of the STATE and the people who seek to use civil liberty and the CONSTITUTION for their own purposes only to preach foreign principles when not confronted by law and WE BELIEVE this to be an invalidation of our CONSTITUTION and is in itself an act of TREASON in that - it seeks to destroy the basic law of the land and the respect of the people for it,
and WE BELIEVE that when fair trial by CONSTITUTION of means has proven beyond reasonable doubt a membership in an organization seeking to destroy our liberty, that a use in his defense by the defendant during trial of the civil liberty clauses of the CONSTITUTION shall be deemed to constitute TREASON on the grounds of seeking to destroy the CONSTITUTION by infamous connection and the defendent thus found guilty should be tried again for that TREASON.

8. WE DO NOT FAVOUR any capricious conduct or decision by any government office or
agency INCLUDING the SUPREME COURT of the UNITED STATES which tends to nullify the CONSTITUTION or override the spirit in which it was originally written and so tend to promote civil discord and unquiet in which can be sown the seeds of foreign ideology: and WE BELIEVE no officer of the government so offending should be exempt from the suspicion or charge of TREASON on these grounds.

WE DO HOLD it is the RIGHT and DUTY of local and national government to root out from schools and universities any instruction which furthers under whatever name Communist beliefs, teachings or principles and to charge those whose activity or compliasance has permitted them to exist with TREASON,

10. WE BELIEVE a Citizen has a RIGHT to protect his own Country and that he should not be made to suffer in the public press or at the hands of the STATE for seeking to expose or defend his country from its ENEMIES.

11. WE HOLD IN FAVOUR the seizure by local or national government of any and all funds and the funds in their entirety of the source of such funds that are employed to suborns the CONSTITUTION or to support in whatever degree the aims of subversive' forces, WE BELIEVE it to be the duty of our government, local or national, to conduct itself within the framework of our CONSTITUTION and to differentiate cleanly and clearly
between the HONEST CITIZEN supporting his country and the criminal and subversive individuals who by civil and theological crime seek to destroy it and that the fact of civil or ideological forems shall deprive these of their citizenship and thus inhibit any tendency toward a police state through growing carelessness of the RIGHTS of the HONEST CITIZENS.

12. WE HOLD it in the DUTY of our government at home and abroad to serve the individual Citizen and safeguard his liberty and safety and to permit no incarceration of our Citizens or species growth of insanity, espionage, or speech in favor of our Country or our Constitution.

13. WE PLACE OURSELVES ON RECORD as recognizing that OUR LIBERTY has deteriorated by the continual a ssaults by criminal and ideological agencies upon OUR CONSTITUTION and by their abuse of our PRIVILEGES and WE BELIEVE at once that the many must not be victimised, by the crime and dejection of a few and that the few do not deserve and must not have the protection or the rights of that which they attack ----

Your committee appointed September 1st, 1956 presents the following report; The committee is knovm as "FUTURE PROGRAMS FOR THE CONGRESS IN THE UNITED STATES", J. Burton Farber, Chairman, Kenneth Barrett, Vice- Chairman, Robert Nichols, Alfred Kozak, Audrey Robbins, Joseph Brand, Richard Morley and Lavinia Conway.

Your committee met on September 2nd at 10:40 P.M. in the Shoreham Hotel in Washington, D.C. with all members present and L. Ron Hubbard, and L. Ron Hubbard, Jr. invited to appear before the committee. This committee is known as the Congress Political Committee of the Congress of Human Problems in convention assembled August 31st through September 3rd, 1956 at the Shoreham Hotel, Washington, D.C.

J. Burton Farber called the meeting to order and appointed Kenneth Barrett to act as recording secretary. It was decided to form a political party to be known as the CONSTITUTIONAL ADMINISTRATION PARTY. The committee presents to this Congress the report of its official actions as outlined in the following motions:

Alfred Kozak moved, seconded by Lavinia Conway and carried that we organize on authority of this Congress a political party to be called The Constitutional Administration Party.

Robert Nichols moved, seconded by Joseph Brand and carried that the Party be incorporated in Washington, D.C. and nationally.

Richard Morley moved, seconded by Kenneth Barrett and carried that Robert Nichols, William Fisk, Donovan Crandell shall be persons who shall incorporate this Party.

Joseph Brand moved, seconded by Robert Nichols and carried that Lavinia
Conway be made National Chairwoman of The Constitutional Administration Party.

Lavinia Conway moved, seconded by Audrey Robbins and carried that Richard Steves, Kenneth Barrett and Mary Sue Hubbard shall be the Executive Committee of this Party to care for its administrative affairs
and that their term of office shall be five years.
Robert Nichols moved, seconded by Kenneth Barrett and carried that membership in this Party shall be available to individuals in the United States for a membership, upon application, fee of $5.00 per calendar year and that the calendar year shall be the fiscal year.

Kenneth Barrett moved, seconded by Alfred Kozak and carried that businesses and organizations membership in this party shall be available upon application and a membership fee of &25.00 per calendar year.
Kenneth Barrett moved, seconded by Joseph Brand and carried that a Committee-Man be appointed to represent this Party in each State of the Union or other political jurisdictions and that such Committee-Man shall be authorised to register the Party in a particular state or other political jurisdiction and shall cause same to be done at the direction of and upon authority of the Executive Committee of this Party. Robert Nichols moved, seconded by Kenneth Barrett and carried that the Declaration 1956 be made the official document of this Party. Richard Morley moved, seconded by Alfred Kozak and carried that the Party platform as outlined shall be the official platform for this Party.

Kenneth Barrett moved, seconded by Joseph Brand and carried that we
adjourn,

What's funny is that while echoing the language of constitutionalism, Hubbard really wanted a society where he could be an absolute dictator like Stalin, being much more like the Communists he professed to despise than like a real American.
