What's needed is Federal legislation on this issue. The current mish-mash of state regulations is what lets narCONon keep operating the way they do.
I believe that would work if States received money from the Federal government for drug rehab.
There's always a trade off between state's powers and the fed's powers. Too much central control is not good. Too little central control is not good. There's no perfect division and there will always be some tension and problems.
That's as it may be, but the problem where narCONon is concerned is there are no uniform standards on what type of training and qualifications staff dealing with alchohol and drug abusers should be required to have. Even if it's left to the states to administer, those uniform standards need to come from the Feds. Or it will be "business as usual" with narCONon using untrained "students", who supposedly completed the program successfully, to staff their facilities.
Correct me if I'm mistaken, but doesn't each state have its own standards when it comes to areas such as health and education? Do M.D. need licenses to practice in the state they work in, like lawyers do?

Yes they do. Unfortunately there's no equivalent to the AMA or National Bar Association when it comes to setting national base line standards for the licensing of Alchohol and Drug Rehabilitation facilities, or setting minimum training requirements for staff.
