Maxine Waters has been a cult dupe for lo these many years. I once thought she only needed enlightenment, but no. She is corrupted by the cult and is fully aware of the situation. Public shame is the only thing that works with these people. Somebody call that west coast version of Tortega and get the ball rollin!

It's a 33 year old piece of legislation, if the text you posted from Arnie's site is correct. They don't archive bills online prior to 1993. I don't have a clue where the passed bill was codified.
